The tank's positioning is a mechanic, not a preference. If Thunder Roc is standing in water when it casts Gathering Storm, it also fires Electrostatic Discharge into that water. A tank who lets the bird drift into a lake turns a normal AoE into a second, much larger one.

Thunder Roc beats its powerful wings, dealing Magic Skill damage to all Legions in a forward arc (Damage Factor 300).
Zealous Blow
Thunder Roc shakes its wings, dealing Magic Skill damage to all surrounding Legions (Damage Factor 500).
Gathering Storm
After a short charge-up, Thunder Roc unleashes a powerful burst of lightning, dealing Magic Skill damage to all surrounding Legions (Damage Factor 1,500). If Thunder Roc is in water, it will cast Electrostatic Discharge on the water.
Electrostatic Discharge
Thunder Roc deals Magic Skill damage to all enemy Legions within the water it is located in (40% of the Legion's maximum Unit Count), and reduces the March Speed of damaged Legions.
Electrostatic Discharge hits every Legion inside the water it is standing in for 40% of that Legion's maximum Unit Count, and slows their March Speed.
It is not an instant kill, but on Elite, on a Legion already chewed up by Storm Cage, 40% is the hit that ends it. And the slow means you leave the water more slowly than you entered it.
Storm Cage fires ball lightning at two bodies of water, sealing them off: 4% of maximum Unit Count every second for 20 seconds, plus a March Speed cut on anyone inside.
Then comes Scatter. Thunder Roc swoops and knocks every Legion outward, toward the edges of the Lair, which is exactly where the water is. This is the sequence that wipes raids: caged water, then a forced knockback into it.
That is why you hold the centre. Not because a tight formation absorbs knockback (it does not), but because the centre is the only place from which being thrown outward still lands you on dry ground.
Storm Cage
Thunder Roc fires ball lightning toward two bodies of water. The lightning blockades the whole area of water, reducing the March Speed of all Legions inside it and dealing continuous Magic Skill damage (4% of the Legion's maximum Unit Count) every second for 20s.
Scatter
Thunder Roc takes to the skies before swooping down, knocking all Legions Airborne toward the edges of its Lair when it lands.
Thunder Roc circles, then Shocks 3 random Legions. 10 seconds later lightning strikes each of them, damaging every Legion nearby (Damage Factor 500).
Ten seconds is plenty. The mistake is treating it as "get out of the water" only: a marked Legion standing on dry ground in the middle of the raid still detonates on its friends.
Electric Blast
Thunder Roc circles around in the air, then Shocks 3 random enemy Legions. After 10s, lightning strikes the inflicted Legions, dealing Magic Skill damage to all nearby Legions (Damage Factor 500). If the inflicted Legions are in water, Electrostatic Discharge is triggered.
Thunder Roc beats everyone back, flies up, and cannot be targeted. Every body of water produces 1 Manastone and 1 Healing Manastone.
This is the fight's DPS window and its only heal, in the same 20 seconds. Send everyone.
Soar
Thunder Roc beats back all Legions with its powerful wings before immediately flying into the air. At the same time, all bodies of water produce 1 Manastone. Thunder Roc cannot be targeted while in the air—gather Manastone to unleash a lightning attack on it. Once all Manastone has been gathered, it will fall.
Healing Manastone
When Thunder Roc casts Soar and flies into the air, all bodies of water produce 1 Healing Manastone. Gathering these will heal a Legion's lightly wounded units.
Fall Back
After all Manastone has been gathered, Thunder Roc will fall into the center of its Lair and be Stunned for a short time.
